Part L2 BRUKL & EPC Assessment
Walker Energy Analysis provides Part L2 compliance calculations, BRUKL reports, and non-domestic EPCs for building projects across England and Wales, modelled in IES Virtual Environment. We produce both the design stage and as-built reports building control needs, and the EPC that follows on from the same model.
Part L2 compliance isn’t optional paperwork. Building control won’t sign off without a BRUKL report showing your building emission rate and primary energy rate meet target, and you can’t get an EPC without the underlying calculation behind it. Get the model wrong, or leave it too late, and you’re chasing a fix after the building’s already going up.
Design Stage and As-Built, Both Covered
Part L2 compliance is checked twice – once before work starts, and again once the building is complete – and both stages carry their own BRUKL report.
The design stage BRUKL report is submitted to building control before construction begins, showing your target and building emission rates, target and building primary energy rates, and the specification list the calculation is based on.
The as-built BRUKL report is produced once construction is finished, using the measured air permeability and any specification changes made on site. Building control compares the two automatically to check what was built matches what was designed — so it pays to get the design stage model right, because any drift shows up here.
We handle both stages, and once the as-built model is confirmed, we produce your EPC from the same data.
Every Part L2 assessment includes:
- Level 5 modelling in IES VE, in line with the National Calculation Methodology.
- Design stage BRUKL report for building control notification.
- As-built BRUKL report, incorporating measured air permeability and construction changes.
- Non-domestic EPC, officially lodged by our accredited assessors.
- A schedule of specifications, so any changes between design and as-built are clearly accounted for.
Mixed-Use Schemes, Renovations and Conversions
Not every project is a straightforward new non-domestic building. Mixed-use schemes – residential over commercial, for example – need both a Part L1 DSP assessment for the dwellings and a Part L2 BRUKL assessment for the non-domestic space, calculated separately but coordinated so the specifications line up.
Existing buildings over 1000m² can also trigger Part L2 even without a full new-build project. Extensions, adding a new fixed building service, or increasing the capacity of an existing one can all bring consequential improvements into scope – additional energy efficiency upgrades required elsewhere in the building as a condition of the works. We identify early whether your project falls into this category, so it doesn’t surface as a surprise mid-way through construction..
